The Agreement between the State, Regions and Autonomous Provinces signed in Italy in 2022, which replaces the previous Agreement of 2014, established that Shelter homes are "dedicated structures with a confidential or secret address, which host free of charge women and their minor children/children who find themselves in situations of violence and who need to leave their usual home for safety reasons, guaranteeing them protection regardless of their place of residence and citizenship, or whether or not they have reported the abuse to the relevant authorities".
This data collection is aimed at providing, on a national level, a depiction of the services offered and the characteristics of those using the services of public and private Shelter homes, in order to steer policy operations.
Istat carries out the data collection on Shelter homes as a part of a partnership agreement with the Equal Opportunities Department at the Presidency of the Council of Ministers (DEO)
Data are collected on annual basis from all the Shelter homes hosting women who have suffered violence and their minor children. Accommodation and support are provided together with other services needed to recover from violence through a personalized path, designed by the Shelter home together with the woman.
