3.4.2 Please describe the national definition of |
Population |
Live births |
Deaths |
Immigrants |
Emigrants |
See point n. 4 Other. |
Live birth means the complete expulsion or extraction from its mother of a result of conception, irrespective of the duration of pregnancy, which after such separation, breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached: each result of such a birth is considered live-born, regardless of gestational age. |
Death means the permanent disappearance of all evidence of life at any time after live birth has taken place (postnatal cessation of vital functions without capability of resuscitation). |
A person establishing his or her usual residence in Italy for a period that is expected to be of at least 12 months, having previously been usually resident in another Member State or a third country. |
A person establishing his or her usual residence abroad for a period that is expected to be of at least 12 months, having previously been usually resident in Italy. |
3.4.3 Please provide details of the deviations of the national definition used from the usual residence definition. |

5. Reference Period |
The reference date for population data is the end of the reference period (midnight of 31December). The reference period for vital events data is the calendar year in which the events were occurred. The reference period for migration flow data is the calendar year in which the migration was occurred. |

11.1 Quality assurance |
Population change and stock data are checked before being uploaded into the database and disseminated to the public. The validation rules are established to ensure the data consistency and the comparability along times of indicators. |
11.2 Quality management - assessment |
Internal controls on specific items of municipal electronic forms. |
12. Relevance |
12.1 Relevance - User Needs |
Statistics on population change and the structure of population are increasingly used to support policy making and to provide the opportunity to monitor demographic behaviour within political, economic, social and cultural contexts. |

In case of survey as data source, please provide information on the part of the difference between a population value and an estimate thereof, derived from a random sample, which is due to the fact that only a subset of the population is enumerated. |

15.1 Comparability - geographical |
The question is not clear. Anyway National borders of Italy have been not changing since 1945. |

In this framework Italy is well inside the Usual residence definition given in article 2/d, in particular where it is stated that where the circumstances described in point (i) or (ii) cannot be established, ‘usual residence’ can be taken to mean the place of legal or registered residence. |

18.3 Data collection |
|
18.4 Data validation |
Data validation: 1. Coherence control with previous data of the same survey. 2. Coherence control with data from other surveys or sources. |
18.5 Data compilation |
Questionnaires are filled by municipalities using personalised electronic forms. |
18.6 Adjustment |
In 2017 the statistical adjustments amount to a net value of -102,829 units.
One first reason is due to registration and deregistration different from births, deaths, immigrations and emigrations.
Secondly, the net internal migration at national level may be different than zero due to the collection procedures of provisional data that capture the aggregate in-migration and out-migration separately from each municipality. |
